The Information Technology and Communications Department under the Ministry of the Interior of the Republic of Lithuania was established by Order No. 359 of the Ministry of the Interior of 28 April 1994, by reorganising and merging the Information Technology Service, Communication Service and Communication Unit.
The Information Technology and Communications Department under the Ministry of the Interior of the Republic of Lithuania organises and coordinates the activities of the largest and most advanced Telecommunication Network of the Interior in the Baltic States. Over 15,000 telephone subscribers and over 7,000 computers are connected to the network. The Telecommunication Network of the Interior covers the whole territory of the country, interlinks all police offices, and many other state institutions and authorities. By applying the Frame Relay technology, telephone exchanges, radio base stations and data transfer networks of all authorities of the Interior have been connected. Communication and service quality of the Telecommunication Network of the Interior conforms to the international standards, and the network is managed centrally. Taking into consideration users’ needs, the introduced operative communication system will ensure enciphered digital voice and data transfer, wide functional options, and high reliability.
The Information System of the Interior consists of the integrated information sub-systems, registers, and databases. The database management system Oracle 10g is used for data storage and search, and it operates in three network servers by applying the RAC (Real Application Cluster) technology. Databases of the Information System of the Interior store over 15 million files.
The Ministry of the Interior is the administrator and responsible authority of the Schengen Facility. By participating in the implementation of the National Plan for Schengen Acquis Adoption, the Information Technology and Communications Department under the Ministry of the Interior of the Republic of Lithuania has been implementing measures of design, implementation, and development of the National Schengen Information System
Measures ensuring protection of central computer data of the Ministry of the Interior and physical security measures have been implemented: the premises, central network severs, and data storages facilities have been equipped and modernised.
Following the European Computer Driving Licence standard recommendations, the Information Technology and Communications Department under the Ministry of the Interior of the Republic of Lithuania implements the training programme for computer users designed for civil servants and employees of the authorities of the Interior, who seek to improve computer driving skills and knowledge.
